The mat is on the slope of a bridge over the Zuidwillemskanaal (South William's canal)The first digging started under Napoleon in 1803, it was finished under the Dutch Emperor William in 1826. In 1901 the first coal was found nearby, with as result a mine.The mine closed down in 1980, but all the surrounding ground has lowered, near the bridge is a house, it had its door above canallevel when constructed, it niow has its roof under canallevel. The mat is just an innocent fellow in pyjamas

This looks to me like a tomb marker with a convenient mattress for when you are compelled to fling yourself upon the grave weeping.
