the fence is next to the MGC liquor mart and is covered with cigarette ad signs.

I would place this design in the last 4 years. Since government intervention no cartoon characters of any kind targeting any demographic at all can be used to sell cigarettes. This camel is named "Old Joe". Pretty much a depiction of the original camel RJ Reynolds used since it's advertising beginnings.

This piece is called a "Point Of Purchase" or P.O.P. type of signage. It is designed and used to target an audience primarily shopping at convenience stores, gas stations, curb markets, bodega's or any other small style retail establishment that sells cigarettes and tobacco in general.

It doesn't look like the type of advertising sign that is currently used, like say a billboard. Also, it's crooked and seems to be in a kind of junkyard.

btw the whole fence was covered in advertisement signs, presumably to hide the parking lot in behind.
